The Secretary of State has asked me to write

to you about the colonial Development Fund, na he

feels tast the Colonial governments, perhaps because

they do not fully understand the scope of the

Development Fund schemes, are not making as full use

as they might of the opportunities which are now

offered to them. Te have been so accustomed in the

past to the financial difficulties which have hitherto

delayed the economic development of the Colonial Empire, tant it has been difficult to adjust our minds

to the entirely new situation created by the colonial Development set. The now policy under which 21,000,000 a year uns become available for development is now on its trial, and ord Passfield is most

anxious that the experiment should justify itself by the full utilisation of the funds thus provided on
